Reasons/basis
I have noted that Mr Harms entered into an IVA on 21 December 2006 which was to last for five years. On the basis that the IVA remains in place I consider that it is necessary and proportionate to protect the public interest to continue to impose the above conditions.
In reaching this decision I have had regard for Regulation 6 (a) of the SRA Practising Regulations 2009.

Reasons/basis
Mr Harms was subject to Regulation 3.1(g) and (k)(ii) of the SRA Practising Regulations 2011.
The Authorised Officer was satisfied that it would not be necessary, reasonable or proportionate in the interests of protection of the public to impose any practising certificate condition. The Authorised Officer also satisfied that none of the purposes specified in Regulation 7 of the SRA Practising Regulations 2011 made it necessary in the interests of the public to impose any practising certificate condition. Accordingly, the Authorised Officer authorised the issue of an unconditional practising certificate.
