Decision details
The Authorised Officer DECIDES to grant Mr J Robin Arthur Bland a practising certificate for the practice year 2009/2010 subject to the following conditions:
1.1 he delivers half yearly Accountant’s Reports, such Reports and any Cease to Hold report required, to be delivered within 2 months of the end of the period to which they relate
1.2 he undertakes a course accredited by the Solicitors Regulation Authority on the Solicitors’ Accounts Rules within 6 months of the notification of this decision and that he provides confirmation that he has undertaken this course (in the form of a certificate or letter of attendance from the course provider) within 8 months of the notification of this decision.
Reasons/basis
The Authorised Officer notes that Mr Bland has been practising as a solicitor for over fifty five years and has had very few adverse matters throughout that time.
The Authorised Officer notes that a Forensic Investigations Report indicates breaches of the Solicitors’ Accounts Rules.
In light of the above, the Authorised Officer is satisfied that it is appropriate and in the interests of the public that Mr Bland receive additional support and monitoring. Furthermore, attending a course will be of benefit to Mr Bland in terms of updating and refreshing his knowledge of the rules.
