To grant Michael John Barnes a practising certificate for the practice year 2010/2011, free from conditions. 

Reasons/basis

 Mr Barnes has complied with the condition previously imposed on his practising certificate that required him to attend the Solicitors’ Code of Conduct (2007) course. The SRA has to consider whether it is proportionate, reasonable and necessary in the public interest to impose any conditions on Mr Barnes practising certificate for the practice year 2010/2011, for any of the purposes set out in Regulation 6.1 of the SRA Practising Regulations 2009.

The Authorised Officer has given careful consideration to imposing a further condition on Mr Barnes’ practising certificate given his regulatory history. Having considered Mr Barnes’ practising certificate application, the Authorised Officer is satisfied that none of the purposes specified in Regulation 6 of the SRA Practising Regulations 2009, make it necessary in the interests of the public to impose any practising certificate conditions and authorises the issue of an unconditional practising certificate.
