Mr Dewey acted in breach of Rules 1.04 and 2.06 of the Solicitors' Code of Conduct 2007 by failing to treat payments of commission as such and deal with them in accordance with rule 2.06 of the Code and by failing to ensure that adequate protection was available to clients under the Financial Services Ombudsman and related schemes.
