The Authorised Officer DECIDES to grant Mr Jolyon Charles Bland a practising certificate for the practice year 2009/2010 subject to the following conditions:
1.1 he delivers half yearly Accountant’s Reports, such Reports and any Cease to Hold report required, to be delivered within 2 months of the end of the period to which they relate
1.2 he undertakes a course accredited by the Solicitors Regulation Authority on the Solicitors’ Accounts Rules within 6 months of the notification of this decision and that he provides confirmation that he has undertaken this course (in the form of a certificate or letter of attendance from the course provider) within 8 months of the notification of this decision.
Reasons/basis
The Authorised Officer notes that a Forensic Investigations Report indicates breaches of the Solicitors’ Accounts Rules.
In light of the above, the Authorised Officer is satisfied that it is appropriate and in the interests of the public that Mr Bland receive additional support and monitoring. Furthermore, attending a course will be of benefit to Mr Bland in terms of updating and refreshing his knowledge of the rules.

Decision details
To terminate the automatic suspension of Mr Jolyon Charles Bland's practising certificate for the practice year 2009/2010 as a result of him being adjudged bankrupt on 9 March 2010, subject to the conditions that; (a) he may act as a solicitor only in employment which has first been approved by the Solicitors Regulation Authority; (b) he is not a sole practitioner or a manager or owner of a recognised body; and (c) he shall immediately inform any actual or prospective employer of these conditions and the reasons for their imposition.
Reasons/basis
In view of Mr Bland's financial situation, the SRA is satisfied that the above conditions are necessary and appropriate in order to protect the interests of the public, namely, to prevent the risk to clients presented by him practising other than in an approved arrangement, so that his professional conduct and compliance with regulatory requirements can be kept under close supervision.
