Our approach to consultation
The views of our stakeholders are really important to us, and we consult widely
with organisations and individuals on many different issues.
We believe consultation activity must be much broader than simply publishing
consultation papers, and we aim to involve our stakeholders in the early thinking
that often leads to a decision to review or change something. Whenever possible,
we also provide opportunities to talk face-to-face with people about specific
issues.
To help us consult widely and involve our stakeholders in shaping our development,
we follow seven consultation standards.
Standard 1
Our consultations will be well planned. We invest time and effort in the planning
stage of the consultation to determine the objectives, the method, timing and
resources for the consultation.
Standard 2
Our consultations will demonstrate integrity. We are willing to listen to
the responses we seek and receive, and are prepared to be influenced by them.
Standard 3
Our consultations will be easy to understand. All those who wish to participate
should be clear about the consultation's existence and its scope.
Standard 4
Our consultations will be accessible and inclusive. All those who wish to
participate must be able to respond using the most appropriate methods for
them. Consultations should be accessible to their target audience and be effective
in reaching out to different groups and individuals.
Standard 5
Our consultation activity will be fair. All responses will be assessed objectively
and treated respectfully.
Standard 6
We will provide feedback to those responding. Those who take the time to respond
to a consultation should be able to access feedback from the consultation,
and feedback on the eventual outcome of the process.
Standard 7
Once a consultation closes, it should be evaluated. By evaluating our consultation
activity, we can learn from mistakes, and develop and share best practice on
consultation.
