The criminal and civil Higher Rights of Audience (HRA) assessments tender

We are seeking a supplier to deliver the assessment of our criminal and civil Higher Rights of Audience (HRA) qualifications.

Our preferred option is for a single provider to deliver the assessment. However, we are open to bids where the provider also delivers HRA training on a non-exclusive basis, as well as the assessment, provided appropriate safeguards are in place.

We propose to appoint the chosen supplier on a 10-year contract. Our target date for introducing the assessment delivered by our chosen supplier is spring 2025.

Successful bidders must be committed to promoting equality, diversity and inclusion, able to demonstrate experience and expertise in assessments and have the capacity and capability to provide the services to an excellent standard.

We are now inviting interested bidders to submit a Request for Proposal (RFP) outlining how they can meet our requirements.

Those wanting to take part in the tender exercise should provide relevant contact details,
by email  before 16.00 on Thursday, 23 June 2022.

On completion of a non-disclosure agreement, we will then send the formal request for proposal document, which will include all details of the process. Requests for further information or reasonable adjustments should also be sent to this email address.
