Changes to Money Laundering Regulations

Two changes to the Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017 (MLR 2017) came into force on 18 November. These were introduced by The Economic Crime and Corporate Transparency Act 2023 (Consequential, Incidental and Miscellaneous Provisions) Regulations 2025, Schedule 2.
- Regulation 28 has been amended to clarify the Register of Overseas Entities cannot be solely relied upon for the purposes of verifying beneficial ownership. This brings it into line with the Companies House register.
- Regulation 30A is amended to bring the Register of Overseas Entities into the discrepancy reporting regime.
The online version of the MLR 2017 already reflects the changes: The Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017.
Further amendments, arising from HMT's consultation response last year, will be made in early 2026.
